DAY THREE

It appearing that 34 States have answered the Quorum Call, Convention USA is now called to order

Delegates are invited to see and hear a performance of the National Anthem by three young members of Daves Highway.



Delegate McCormick of Tennessee is recognized for the purpose offering an invocation.

Delegates are invited to see and hear a short Keynote Address by the Permanent Chairman.

Appointment of Officers:

Without objection, the following persons are appointed officers of the Convention:

Howard McCormick of Tennessee, Chairman Pro Tem
Leonard Young, of Missouri, Parliamentarian
Mike Carr, of Florida, Treasurer
Melissa Sharp, Missouri, Secretary

Without objection, the following persons are appointed Chairs of the respective Committees:

Dennis Murphy. of Nebraska, Finance
Benjamin Prather, of Florida, Internet
Leonard Young of Missouri, Rules
Joseph Elsener, of New Hampshire, Credentials
Anthony Hawks of Delaware, Style and Drafting

State Caucuses wishing to be recognized for the purpose of objecting to any of the foregoing appointments are invited to do so by posting comments to this blog before 9:30 PM Eastern Time.

The Delegates of Convention United States of America appeal to the Supreme Judge of the world for the rectitude of our intentions. We The People of the United States and of this Convention, in order to do our duty to secure the Blessings of Liberty to ourselves and our Posterity, ask that these proceedings be blessed. AMEN”

Amen. Thank you for the National Anthem, a lovely invocation and an informative Keynote Address. It's all I hoped it would be. I have no objection to the appointed officers or the appointed chairs of the respective committes of this Convention.

I move that the following be referred to the appropriate committee for review and report at the next session:
I believe when the CONVENTION was called by having at least 2/3's f the states represented, which happened just before Day One was called to order, the "quorum" to have a meeting became at least a majority of that 2/3's. That being said, I would like the ConventionUSA to be an “always on” meeting. A minimum frequency for Chairman or proxy monitoring the Convention is every three calendar days to read, post and/or address posts, etc.

Suspended periods for the Convention
The following periods will be recognized as Suspended periods for the Convention meeting. During these periods, business is suspended. For ongoing action, the clock stops and suspends at midnight of the listed days, and business resumes at midnight plus one minute on the day after the last day of the suspension period, unless otherwise noted.

• 48 hours before and after any ConventionUSA live Annual Conference that may be called in the future.
• Thanksgiving Day (Thursday) and the following Friday.
• December 24 and 25.
• December 31 and January 1
• All other federally-recognized one-day holidays (such as Labor Day,
Memorial Day, President’s Day, The Reverend Dr. Martin Luther King Jr.
Day, Veteran’s Day, Columbus Day, etc).

This way we would not be restricted to just one night and input could be on everyone's schedule. A Quorum Call could be done periodically to weed out delegates that do not participate and/or did not resign. Miss 3 in a row and they would be removed.

IF THERE IS NO OFFER TO SUPPORT DELEGATE McCORMICK'S MOTION BY 9:51, IT WILL BE CONSIDERED LAPSED, AND THE CHAIR WILL ENTERTAIN A MOTION TO ADJOURN.
